Canadian Politics: The equivalent of "we'll get back to you later on that"

There are two major isssues we are repeatedly told to keep hearing an announcent on.
On the environment a new plan was finally announced but it mainly called for more studies and critics described it as 'a plan to make a plan'.
On the Aids issue Harper has been a no show literally and figuratively. It was an embarassment that Canada, the host of an International conference featuring such important political figures as Bill Clinton, and no word about it from the Prime Minister.

Harper and the Alberta Neo-Cons like to keep their cards close. (Learned that with the Reform Party - the record of controversial racist, sexist and anti-environmental comments made by Reform members taught them to keep their mouths shut). He is very guarded about making statements and rarely strays from repeating his talking points. He stays on message.
It will be interesting to see how Harper will fare knowing now that our military commitments may take years and are increasingly dangerous. War doesn't sell in Quebec, and without Quebec it is damn near impossible to become PM. Harper could lose in Ontario to a newly revitalised Liberal Party, especially if the front runners in the leadership race can unify behind 1 leader.
Much depends on the US midterm elections.

Meanwhile Aids now infect tens of millions worldwide and Global Warming is the greatest threat to life on the planet. Time is running out.
